I read that the problem is that avoiding Spanish language would left out 300 millions Spanish speakers.
The patent register is only A REGISTER, anybody that makes a patent and publicize it in Google patents in English is almost the same than making an international patent as long as computer science, internet and Google are commonly available
The problem is if the owner have enough funding to pay lawyers
Other things are political reasons

If most of the scientific community decides that the system is to make a patent in his country and publicize it in google patents and here in RG , perhaps we will solve the problem.
