I believe 50% no ! . Increasing the manuscript quality means restructure , modify your proposed method and or led you to do your result again . After that when you resubmit it will be reject. I'm try to be not negative here. But I'm tell you my own perspective. Nevertheless, the best way for me is to do your best for the design method and join a high class research group that fit in your topic for review purpose . keeping improve the English quality and good formatting ect. Many factors can improve your paper.

If the comments are richiaple for the manuscript, you have to answer them. otherwise, just go through them I think is enough
