Electric currents emit transverse waves of Hertz. This is magnetic waves. Variable charges emit Tesla longitudinal waves. These are electric waves. They exist only in the near zone of the source. I. e., the increasing or decreasing of the sum of all charges within a fixed volume of space in the absence of electric current crossing the border of this volume had to be necessarily the source of longitudinal waves. But before regarding this effect as a real possibility, don't you think that the conservation of charge had to be disproved experimentally first?

The variation would not emit waves but the electric charges only.
Any electrons or protons continuously emit fluxes of an electric field (see pictures in my book "Electromagnetic Gravity. Part 1"). This field is electrostatic. A change in charge makes the field variable, i.e. in waves.

But to change the charge in a given volume, one must have electric current crossing the border of this volume! You know, the contribution of magnetic waves from the current may be small.

The longitudinal variation of fields is not a wave - it does not carry energy, merely holds energy. If a transformer or "antenna" is placed in these fields and receives power it modifies the fields so there are non-longitudinal components of the fields so that power can be transmitted to the transformer.
Look at the fields of an oscillating electric (or magnetic) dipole. You will see that the longitudinal components (r component) does not carry energy away, it just stores it, moves it around and then puts it back, each half cycle. Because the longitudinal fields fall off faster than 1/r the shell outside always contains less energy than the one inside, so the energy cannot be flowing out.
With a wave, the total energy in a shell is the same at all radii.

The book "Electromagnetic Gravity. Part 3" in my profile describes two types of waves. The transverse vortex magnetic waves of the Hertz and the longitudinal electric waves of Tesla are different in structure. I do not understand what you want to say with your answer. Please clarify your point.
