Professional service to the University and Research community is a category for fulfilling tenure requirements. What has been your experience with being an Editor for a Special Journal issue in your discipline towards the latter?
If your institution literally "counts points," then no it probably wouldn't count. But in general it indicates that you are recognized as an expert in your field, which should indeed be valued.
One indirect benefit might be that you could ask either the journal editor(s) or some of the authors in the special issue to be references for your tenure review. In my experience, getting strong reviews from senior scholars definitely does count.
