If that is demanded by my institution, then that's what I will aim for. For more established journals, there are some journals where I have published a number of times in them over several years. You get to build up relationships - and I usually know the editors and administrators. It makes things more personal. I also may not always have funds for open access. I would never pay out of my personal funds - so the funding needs to be in-built into grants or my consultancy fund. My consultancy I use mainly for other purposes i.e. overseas conferences, hardware, software etc.

Zeyad - Though there are advantages and disadvantages of publishing articles in open access journals and a significant number of researchers still prefer traditional journals, yet I personally prefer online quality journals. The main reasons for such a choice are: 1) Open access articles are freely available for anyone who wishes to read them. For readers and libraries, the benefits of not having to pay for an individual article or journal subscription are obvious. 2) Open Access enhances visibility and impact of one's own work as Open Access articles are downloaded and cited more frequently than articles from non-Open Access journals. 3) Open Access articles saves time and energy and are published sooner than articles in non-Open Access journals. 4) Open access articles gives access to researchers in developing countries - The lack of access to subscription-based journals is a commonly cited problem for researchers in low-income countries. Open access can help provide scientists in developing countries with the opportunity to participate in the international research community, with some open access journals even offering discounted or waived publication fees for papers from low-income countries. However, the biggest disadvantage of open access articles is that the quality Open Access journals do not yet have the same established reputation as traditional journals. Also, there is lack of quality control in some journals and mushrooming growth of predatory journals.
Just ask yourself : "What is the purpose of my publication?"
Dean Whitehead mentioned the "institution demands" that force us to aim for high -ranked journals (high IF). It looks well in University statistics and gives a chance for the Author to inherit some prestige of the Journal. But does it really change (improve) the value of the contribution? No matter if it is open-access or not. I doubt.
I personally like Dr Manzoor Hussain comments with a list of benefits of open access publishing. And I'd like to add two more: 5) Open access papers are visible for large audience so the Authors should not publish rubbish (it is a shame), 6) Most of the Authors must pay private money (or money from consultancy) and they are convinced that the contribution is worth it ;-)
Finally, it is somehow depressing that the World is not rewarding us for our findings but, in opposite, we (Researchers) pay for the recognition :-)
I prefer to publish my article in an open access journal to make the article available to the researchers and increase the number of search citations. Best Regards Zeyad Mohammad
Sure I prefer an open access journal since my goal is reaching to all students and researchers through world.Also, that lead to increase the number of citations.But the main disadvantage (you should pay money :) ).
