The displacement in short side would be greater than the long side, and using shear wall in high rise building is inevitable but maybe you should use the shear wall in both sides for tall buildings. it depends. If you mean tall building you should use tubular system with or without core shear wall(surrounding stairs and elevator in the middle) or other system used for tall buildings.

Generally, Lateral resisting systems ( shear walls or other system) are used to resist lateral forces ( seismic or wind). the chosen system should be apple to safely transfer those loads to foundation and to maintain the lateral deformations of the building within the allowable limits. the allowable limits are different from code to another and from wind to seismic load, generally, the allowable lateral displacement due to wind load is about (H/400 - H/600) and for seismic load is about (H/150 - H/250) depends of the used code and type of external facades. smaller values used for prettily finishing  materials like glass, larger values for flexible material like aluminum cladding.

So, if the lateral displacement of your building in the long direction is within the allowable limits don't use shear walls otherwise use it.

I agree with Ahmed, you could first simulate the placing of the shear walls in the short direction and see if displacements in the long direction are within the limits of the code you refer to. If not so, then place shear walls also in the long direction.

I think that you can first try a model with the shear wall in the short direction , which is the direction with long period in the dynamic analysis and check the displacements in both the short and the long direction as well as and the torsion of a typical story, within the limits of your seismic code. Also  It is better to use cores at the corners of the typical plan of the structure in order to minimize the torsion of the structure.
