Not all kinds of corruption are equally harmful or equally easy to prevent. It is important to combine economic analysis with political assessment and ask, "What kinds of corruption hurt the most, and whom? What ways of fighting corruption are most effective, and what are the direct and indirect costs?"
I find the question very interesting and worthwhile if it is further researched. Bribery is one of the oldest evils in the world and happens wherever there is power and control to be shared, often just to gain certain advantages (such as secret information) in this way. Lobbying is the act of attempting to influence the actions, policies, or decisions of officials in their daily life. In USA that quite common and is not necessary a bribe. Can be just invitation to play golf or to dinner in a restaurant. It is used in politics specially on senators and inside parties to get a proposal or amendment to legislation.
In Japan even giving tip in restaurant or coffee shop is forbidden just to avoid this problem.

When lobbyist wine and dine politicians and take them with their families on trips and golf outings, it isn't because they love them but because they want them to act against public interest and in favor of the organization they represent!
