Ioannidis and his team, from Stanford university, USA have published a publicly available database of the top-cited scientists considering various metrics like citations, h-index etc. They used the data of SCOPUS (provided by Elseiver) upto the end of citation year 2022. The selection is based on the top 100,000 scientists by c-score, that focuses on impact (citations) rather than productivity (number of publications) or a percentile rank of 2% or above in the sub-field.
