Here in Portugal (I’m with Porto Medical School) we are also trying to find patients' data but we just found aggregated data.
Did you tried with the Italian authorities? Do you think they could give that kind of data?

The Italian Radiology Society has posted limited clinical information on their website. I don't think it's the size you're looking for, but it's a start. (Also FYI, it's in Italian).

yes, i believe thats the best way to create negative cases. Find for xrays , labtests and symptoms overall.

John Hopkins university is maintaining the COVID-19 data set which they are also using in this Dashboard ( https://www.arcgis.com/apps/opsdashboard/index.html#/bda7594740fd40299423467b48e9ecf6 ).
The data set is open source and updated every day with new number of cases along with latitude and longitude information.
They also have time series ready for you just in case if you are interested in time series analysis (it saves lot of time and you don't need to download all daily reports to prepare time series).

In many cases, these data are not exposed to public due to policy reasons. I think respective department better to expose to AI community for finding pattern which may help doctors to narrow down the medicine.
