I am looking for company (ies) that can fabricate customised solar PV cell, with the smallest size is 10 mm x 10 mm. I have a small grant to purchase these customised cells.

I think that there is no one vendor for all types of solar cells. So, you have to put some specifications for your requested solar cells.
For example: single crystal silicon, ploy crystalline silicon, amorphous silicon,
GaAs solar cells, CdTe solar cells, prganic solar cells or perovskite solar cells.
I assume since you did not give and specs the solar cells needed is single crystal silicon. Then you can buy large area solar cells and then you can divide them by scribing with diamond cutter. In this paper you can find a source of solar cells.
