A good reference, which is closely related to this noble field of research, is the one I am attaching below. It does not contain exactly what is requested in the question but it complements. I think bullying (though some scholars, but not all, consider mobbing as kind of bullying) has been studied more since I saw many references about it and therefore,instruments, questionnaires, and scales may be applicable here also. Yes, agreed with what Ahed has suggested.  Theses normally will have instrument / questionnaire attached at the end of theses as appendix.  However, questionnaire from theses normally are fairly new especially for those newly developed by PhD / Master graduates.  For commonly re-useable / validated questionnaire, you might need to get from published journal articles - but not all articles attached their questionnaire at the end of the article. 

Hence, for a construct / variable that I need to adopt / adapt or develop a new questionnaire, I will search through the following from university's eLibrary or Internet: Theses, Journal Articles, Google Scholar Search, General Internet Search (also finding some RG posts have very good questionnaires / links attached by RG scholars that you might want to do a search).  Then I will synthesize, evaluate & rationalize all the questionnaires I can find to decide whether I should adopt / adapt or develop a new one.  E.g. even though construct "A" questionnaire "X" is complete & fairly adopted by many researchers but when construct "A" is being used in conjunction with other constructs "B", "C", "D" etc unique in your research, you might find questionnaire "Y" for construct "A" might be more suitable - this is just 1 of the questionnaire issues that we need to rationalize.  Also we might need to pen down this justification in our theses / article else might be questioned by examiner / article reviewers why a particular questionnaire is adopted / adapted / developed.  Wishing you all the best.
