Especially, I'm interesting in predicting consumption under alternative scenarios using the energy consumption models. Energy models help in understanding the evolution of consumption patterns, and predicting future energy trend.
Could you recommend a paper or project that the aim was to create an easy-to-use software decision-support tool, providing recommendation for energy consumption in buildings.
The U.S. Department of Energy website has many tools for energy management that you could use. Here is the URL:

You can download many of these software tools at no cost. Some also have users' manual that you can download.

I consider EPFL (see Didier suggestion above) an excelente example of how consider an energy consuption trend analyse tool. Here we are involved in a quite similar concept in terms of brasilian enviromental and consuption Market/needs. A typical familiar building condominiun energy and water consuption in Brasil has to be better understanded and higly optimized. As Works as developed I send more information to you.

If you mean energy consumption in buildings, there are many free software available in the web. Openstudio from DOE provides a Parametric analysis tool for the purpose of studying effects of different parameters on the consumptions.
