Do you have an idea if there are molecular vectors available (other than viruses) that can be used in order to target specific genetic region and deactivate it specifically/in accurate way?. Like when they introduce plasmid containing antibiotic resistant genes in bacterial genetic makeup with the aid of electrical shock to render them antibiotic resistant. I'm wondering if we can introduce something similar to plasmid vector but with a target to deactivate a specific gene in the bacterial genetic makeup in a certain system?
You can go for targeted genome editing using CRISPR/cas9 technology.

In addition to what Huda Abbasi said, you can also use TALENS and Zinc Finger Nucleases (ZFNs) for targeted genome editing. Choosing the one that is right for you will depend on what you want to do and what resources you have access to. There is lots of literature out there that can help explain each one at a level suitable for you.
