Here is an idea. Many things to consider, need full array of specialties from geology, soils, hydrology to climatology. Climate change, hydrological modifications in coastal areas, pumping of groundwaters, groundwater recharge areas, etc are in the mix of considerations. I was pretty impressed with this application of the SLAMM model by TACCIMO specialist on sea level rise projection to a coastal area. I don't know if it might be of interest or work for you too. The references are included in the report.
Depending on aquifer type (in soil like media or for example karts) you can try to use DRASTIC methodology for soil like aquifers or PHI for karts zones. Any how, as it is mentioned in the answer of Wiliam Hansen many things should be considered. You can check in the research gate also some of articles by Ilijovski and mine.
