As far as PhD degree is expected to be towards contribution to knowledge, I think there is no harm if candidates are conditioned to start making such contribution right during the process.

The degree should be a matter of education. Publication might be encouraged as an additional activity, useful for those going into a academic work, but not useful for all candidates.
Here in the UK, it tends to be strongly encouraged, but is not absolutely vital. Having a paper submitted and uploaded on a repository counts for a lot. (For context, I'm in mathematics).
One good reason for this is that journals now can take literally years to review a paper, so even if you submit in the first year it may not be possible to complete the publication cycle, especially since the student would be encouraged to submit to the best journals possible to begin with, which does raise the probability of initial rejection.

In many of Nigerian universities, publication in a journal is a condition that has to be met prior to graduation. I personally feel it is a good idea as it kickstarts PhD students into making contributions towards knowledge. Unfortunately however, a lot of PhD students in Nigeria (or from LMICs) do not often get the opportunity or rather get the invitation to be part of research teams unlike their counterparts in the developed countries. Most universities in United Kingdom for instance will usually advertise positions and invite PhD students to be part of research teams, most of which then open the door for publication. I have observed this rarely happen in Nigerian universities. It may therefore be a challenge to get a publication prior to graduation except where such a PhD student develop interest and take the initiative to face the rigors of completing a research or writing articles for publication.

There is so much "junk volume" when it comes to publications, I would not be disappointed if the bar for publishing was raised, fewer papers came out, but only if at the same time the publish-or-perish culture is eradicated. I think having publications (good ones) is one good way to prove you can do independent research (I consider PhD a "driver's license" for science), but not necessarily the only one - and not all publications are sufficient.
