Though I have Impact factor  only 21.67 points on RG but Stoll I am satisfied highly as my work is being used by faers in big way and help the in increasing their income and productivity of my country as whole, So SORRY dear I have no regret for publishing in non impact journals until they are important for the utility of farmers. Yes dear Rashad. I wish I had published all my articles in an Impact Factor journals. Although I published two of my articles in journal with Impact Factor, but, from now on, I will not publish any article in a journal unless that journal has an Impact Factor.

The problem as you said hat the Impact Factor could emerge anytime and it is continuously changing every year. 

The problem from my point of view is that,  many journals claimed its own impact factor as showed in their sites but you surprised that it is not listed in anther indexed sites , so it may be looks like a game to gain money ,sorry.

People publish in non-ISI indexed journals or journals without impact factor for very many reasons. First, people who are in their early career or who had difficulty evaluating worth of their own studies or who do not know how to identify an appropriate journal end up submitting in such journals. I have submitted some papers in similar journals. That is to support some peers. I am editor of couple of such journals. In some cases, the journals will be withdrawn from publication. Some might not make it! When submitting papers, it is the authors responsibility is to do their own research to see if it has good reputation. Experience people look to see who the editor is, who is in the editorial board, what sort of people submitting their papers, did the editors or editorial board members published in their own journals, etc. These are all some of the deciding factors. The submitting authors have to read in between the lines when they see a word such as 'indexed'. Is it pubmed or ISI. They will say it is indexed in 10 other things, which may mean nothing to the authors. 

Apart from this, some publishers are predatory publishers and we have to accept the fact that publishing is a lucrative business these days. The scientists are hungry for publications, while those who start such journals are hungry for money. It is a win-win situation. They get their publication quickly. For some, no matter where it is getting published, if anyone citing their work at all seem no matter to them. That is the unfortunate situation. Mushrooming of such journals brings the quality standards of the publications. 

That said, if you're in US, and if you have government funding (e.g. NIH), such publications will still make into pubmed.

Thank you all for fine contributions. As I said earlier that a huge amount of high-quality papers can be encountered in non-indexed journals. This, in fact, does not disqualify or underestimate them. However, this issue needs to be discussed. Most journals may reject manuscripts of high quality but accept others of low quality based on their policies that determine publishing priorities. What I want to say is that authors should never be driven to despair if their manuscripts got rejected by an X journal to throw them quickly in a Y journal.

I too come acrossed so many good research works published in non indexed and non ranked journals. According to me, I shall wait for good journals with atleast some minimum impact factors rather than publishing in non indexed ones. I wont urge for fast publications. But there are people who need it in urgent for so many reasons and they go for such kind of selection. Also it consumes much of your time to select an opt one with good impact factor. This may also be the reason for choosing up non indexed journals. As you see for life science we can find so many journals and people find difficult to search for good ones and they choose whichever they come across. 

But I feel we should appreciate the statement by Sarwan kumar. It is very good to know such kind of service to the society, as all our research should provide some benefits to our society rather than keeping it in black and white and increasing our own credits.

I don't have many journals to choose from.  So I published in JSSH, the varsity journal that's Scopus indexed.  Recently, I published in another local journal that also has no impact factor (IF).  

I view Learning, Researching and Publishing as a lifelong process, not just as an outcome, so I do not have regrets.  Only when I got on RG, I realized that I should publish in a journal with IF, and I have sent 3 papers just this year.  But I haven't received the reviewers' comments.  Recently, I heard that JSSH is soon to receive an IF ranking.

I totally agree with you Dr. Sanmugapriya. If we, the authors, achieved both goals, it would even be a better job.

Thank you raising this issue. Citations are increasingly used for the purpose of evaluating research. I regret for publishing few of my earliest research works in journals having no Impact Factor (IF). It was my fault not knowing the importance of such issue. I strongly recommend young scientist to publish their works in highly reputed journals with high IFs. Very soon i realized the importance of bibliometric indicators such as the IF and h-index. The former (IF) is a measure of how often an article in a particular journal has been cited on average per year (For journals within the same subject category, the factor indicates the journal’s relative influence or impact), whereas the the latter (h-index) is a measure of the total importance of a researcher measured by how often she or he gets cited. 

When applying for a scholarship, project funding or an employment position, you may be required to state your h-index. although the h-index alone does not give a complete picture of the performance of an individual researcher or research group, yet often used for benchmarking universities, political decisions regarding research funding or even the whole country research achievement rankings!

Your question is a poetic one. Time cannot be turned back. Lamenting because of lost opportunities does not help. One should draw conclusions from the past and build a better future. These are all common places but they seem to be right. However, I should stress: our facilities and opportunities - many can limit our reach – are various. Everybody should try to do his/her best according to the actual possibility.

Yes, my approach is the following - try to publish in high-rank journals (IF > average IF in the subject category, for example, Water Science and Technology) or not publish at all! But before I explain why, I should say that it seems that sometimes you need as much as possible articles in journals that are in Scopus or Web of Science, because too many times people are interested in the total number of publications, but not the quality of these publications. For example, when I am applying for the scholarship, all the need is the total number of articles, nothing else... But I hope it will change in the near future.

So, why in high-rank journals?

1) Reviews after the submission of my article in high impact journals are much more helpful  than those ones I receive after submission in "low" impact journals.

2) As I "love" what do (and write about), my wish is that other researchers could read about it. Taking into account, that time resources are limited, which is most likely: a) researchers will read article in low impact journal or b) in high impact journal.

3) If I do as good as I can, why to waste my time and publish in "low" impact journals? I don't like that approach - "you can always publish some 'junk' (or near to that) in low impact journals...". Why to do that?

Can't agree to you guys.. If the work is worth recognition it will get it, no matter where you publish it. Looking for IF Journal is like playing safe.... like Publishing with a reputed journal and so my work is a standard one. Its not so...I guess. If your work has a merit and you have Guts... publish it anywhere and it will be appreciated worldwide.

Depend on situation. Sometimes publication in non-isi journal is acceptable choice e.g. have to get countable indicators for the project or in student education process. Main drawback of journals with high impact factor - slow review process and publication.

It might sometimes be more important to publish in the right journal, the one which corresponds most to the work done (i.e. scope, readers, etc.) and that will enable the work to be read with interest by a wide audience, than to succeed placing a paper in a high impact factor journal which will be slightly aside the main topics or areas of the journal. Same for the conferences, where the major objective is to meet people and future colleagues for joint R&D activities, where the right conference means meeting the right people.

Sometimes you publish a paper and 23 years later nobody cited it even once, no matter journal or conference ! You can't believe it, especially when you think that the work done was decent. As an example I have this one (I'm only the third author)

No impact factor journals by standard publishers may get good reach. If  open access journals with no impact factor, the citations would be higher. 

Seriously speaking, you should look for the quality of published articles, editorial board contribution and copyediting for a journal you want your article to submit in. A journal presently has an impact factor, was a journal didn't have one few years later. Got it! No new journal can get an impact factor and if the researchers will not publish in it, how journal will prove its quality and get an impact factor at later stage? Researcher should submit their articles to new and non-Clarivate Analytics indexed journals because indexing doesn't reflect quality of journal. a) how to find it for wireless communication (Electronics and communication engineering) which has review duration lies between 3-4 months.
