Aasawari- This is a very pertinent question but I think it will not be easy to get scientific publications free although some can be access free of charge online many articles etc... need subscriptions.
My view is that not every journal or publishers have grant or funding and as business they have to cover some cost involved in production.

Publishing is not an easy work for both authors as well as for publishers. Almost all journals charge a fee for their service either from authors or from readers. There could be exceptions, which are funded by associations, institutions, or someone else. In fact, publishers of journals have to cover a considerable publishing cost for printing, maintaing servers, editorial office, maintaing services like persistant identifiers and archival, and so on. After all, most of them are commercial publishers.
