Nowadays, graduate students are trying to get the job done by reaching out external specialists/ researcher through social networks or direct mails, in return can add valuable contribution to manuscripts.

During our research work we seek view of experts who help us in many ways. Research supervisors should be liberal in allowing the students to include the names of the experts as coauthors. However, from my experience I can tell you that real experts do not care for coauthorship.
There are exceptions too. A renowned foreign pteridologist helps others only when he gets authorship.

It seems there is no clear coverage or concept pertaining to giving the student the right to be part of "external/online" research collaboration group and share authorship with actual active members to produce manuscripts. Such professional members chose their members carefully, however the student "supervisor" might not "practically eligible" to join. (Scientific awareness issue!)
So, Is there any statement listed with the institutions internal legislation enjoin the supervisor or the department to give full credit for the external researchers when it comes to manuscript authorship?
Yes there is no law but still require supervisor approval.....
