Below is a few steps that might help your to choose your target journal

1- Find the list regarding to SJR database / choose based on criteria :

http://www.scimagojr.com/journalrank.php?category=2312&type=j&country=Eastern%20Europe

or you can use the new metric introduced by Scopus:

https://journalmetrics.scopus.com/?DGCID=Social_Twitter_post2&sf45681268=1

2- Generally if SJR index is around 1, we can say that Journal impact factor is 2, almost 50% ( based on my info. and not necessary to be applicable for all journals).

3- Find the journal in the ISI metric to check whether it is index or not.
