The Conventioned dealt with the realities after the last second world war and with a world population of 2.5 billion. Since then, third world countries have experienced increased population rates and low prospority whereas in the developped world the opposite happened.
The Convention thus, deals with a definition of a problem that is alien to today's realities and its solutions may be anachronistic.
The Convention's last ammedment was with the Protocol of New York.
Since 1949, the Conventions have been supplemented by the Additional Protocols and by important developments in customary international humanitarian law, which further strengthened the protection of civilians, especially in non-international armed conflicts, thus adapting to new realities.The major challenge is that the law is not being respected nearly enough. Too few people know what the Geneva Conventions are, while too many warring parties ignore or flout them. I firmly believe that if the existing rules were respected and abided by, much of the suffering caused by current armed conflicts could be avoided.
Dear Asif, I am in favour of an expansion of the Geneva Regime. However we do not have a good political environment to open a discussion to update the Geneva Conventions. Today we have too much conservative governments making noise and playing against human rights and humanitarian law worldwide. We need to preserve what we have, that's why I think it will be very risky to raise this issue now. We should be patient and resilient...and wait a better moment to do that. Best, GR
