The Conventioned dealt with the realities after the last second world war and with a world population of 2.5 billion. Since then, third world countries have experienced increased population rates and low prospority whereas in the developped world the opposite happened.

The Convention thus, deals with a definition of a problem that is alien to today's realities and its solutions may be anachronistic.

The Convention's last ammedment was with the Protocol of New York.
