Someone said, that elections are like shackles – once for every 4-5 years citizens are put in handcuff, and - after elections - have no any influence on what politicians do. This is true or not?

1. What mechanisms of accountability, methods of influence on politicians and parties introduce or already exist in your country/city/region? For instance: elections not in the same time, but every two years; (to some degree) participatory budgeting; non-payment on campaign?

2. Do you think that politicians really take into account : opinions of people who send petitions; activities of demonstrators, hactivists?

3. Do you think that "recall" (remove an elected official from office through a direct vote) is effective procedure? Is popular or not and why?

4. Often politicians, especially unpopular, avoid responsibility and thanks to colleagues holds an public office (in national/public agency, consultative committee). Even when he discredited himself/broke law, gets high severance pay. Is there popular situations in your country?

I will be grateful for yours answers and links to interesting papers, articles.
