I would like any suggestions on how to tackle a dissertation on Prostate cancer screening among BAME, specifically why physicians hesitate to recommend PCa screening for BAME and what impact does their significant others (partners) have on Screening and diagnoses of Prostate cancer
I am currently looking at secondary data (as I was not allowed to conduct primary data due to time constraints) and do not feel that I have gotten enough to present research proposal let alone dissertation.
Your suggestions are gold and are appreciated in advance.

I don't think that I can help much but since nobody has answer your question yet:
Routinely collected data that you may use for secondary data analysis will unlikely address whether PCa screening got recommended, let alone whether there is any hesitation and why there is that hesitation. I don't expect that you can get any further with secondary data analysis than measuring disparities in actual PCa screening use.
It is not clear from your question whether your limitation to 'secondary' only applies to your proposal phase or also to the actual dissertation research.
