A good leader inspires his followers to be a leader. One out of many picks the trait and become a leader. This happens if the original leader is a democratic or collaborative leader.
My answer is no , a leader can not make a new leader by his'her choice or desire because there are elements, standards and leadership characteristics that must be available in the person to become a leader and must be naturally ready and motivated for that . If the leader could make another leader, all leaders's children would become leaders too.
Dear Mohannad, my answer was : Leaders cannot make leaders , and if this was possible , all leaders would make their children leaders too . I meant (it is not possible ! )
Ofcoarse . . Leader either good or bad both encourages to a new person for leadership . Good works born an idol where as bad motivate to a person against faulty system .
Of course a leader make leaders. Likewise a doctor makes his children doctor, an actor makes their children actors, a politician makes politicians, so on so fore. This is a general trend but not always be the same in all families. Highly educated people take care of their children. There are instances that even poor man's children became world leaders.
It is possible leaders make leaders through the following scenarios:
Leaders provide training to train up other leaders e.g. Behavioral Theory.
Leaders can influence others to become leaders so that the latters can emulate or learn from the formers e.g. Servant Leadership Theory.
Leaders give birth to their children as leaders e.g. Trait Theory.
But there are also scenarios whereby leaders were made through their environments / situations that they were in based on the situational or contingency theories.
All companies of any size have to continue to push to make sure you get the right leaders, the right team, the right people to be fast acting, and fast moving in the marketplace. We've got great leaders, and we continue to attract and promote great new leaders.
A leader provides them selves by a footprint when they create another leader, Leaders are those who market a specific idea, concept, or believe, to keep this running through generations leaders are created by them, but they might add their own charisma to leave their own signature too.
Some leaders emerge by following other leaders who are successful in their projects. Leadership may emerge without a mentor, but less often. Most notably in the 18th century there was an effort to identify the traits of an effective leader and publish them for assistance of new leaders.

Here’s how you can tell the difference between an employee who has the mindset of a leader and one who does not. Two employees encounter a customer in the company lobby. The customer shares a problem they’re having with a product of the company and neither employee knows the answer or even works in the relevant department.
An employee who does not have the mind of a leader will tell the customer “I don’t know, that’s not my department.” An employee with the mind of the leader, will ask the customer for their contact information and hand off that customer to someone in the company who can help them.

It can not be said that leaders make leaders, and that is why???? because leadership has an art, skill, style, performance....And excellence that some people possess instinctively.., Many leaders do not possess those qualities but luck makes them leaders.. It is possible to say that leadership needs to be a personal and performance and be loved by the people around it... And to succeed the leadership you need to believe in people and love you to walk with you to reach the desired goals...
Leader's one of the major responsibility/job is to create leaders. How would a leader delegate if their are no leaders in his/her followers? Its essentials for a leader to create leaders.
when we talk about major roles of a leader are to direct, motivate, engage, share a vision, energize the team and develop them to be able to preform independently, be self motivated and have ownership, then definitely s/he is only creating leaders. Rather you can say that Leaders job is to create leaders and nothing else.
Seijts & Crim’s (2006) view is good leaders take efforts on a daily basis to develop the employee skills and create small wins, which will contribute to facilitate the team, unit or organization to perform at its best.

Leaders are supposed to groom others to take over their great leadership qualities. However, due to foulplay on the part of most leaders who trail as good leaders and use uphoaring strategies to force their subjects to sing their song, they fail to mentor others. Great leaders always act as leadership instructors.

According to me leaders will only make followers and not leaders. Leadership is an inborn character, someone should trigger them. But leaders are born to rule and not to demonstrate for others.
My take on the discussion above regarding the question 'Can leaders make Leaders?' is that leaders ought to make leaders. Ideally, the litmus test of an outstanding leader should be at the very-basic, his/her ability to make a replica of him/herself from among His/Her followers.
Behavioral theories believe that people can become leaders through teaching, learning, and observation. Leadership is a set of skills that can be learned through training, visualization, practice, and experience over time. Leadership learning is lifelong activity, and good leaders always seek development opportunities. That will help them learn new skills. The leader is the person who moves forward to face the challenge, and therefore the person who advances in multiple positions is indeed a leader, but with the leader grows the spirit of exclusiveness and domination, so not expect a certain commander to make another commander with the same specifications, and we conclude that the commander makes himself .
