Unfortunately, the rights of the authors and their honor may be affected in several cases by the misunderstanding of the difference between the manuscript preprints and the published papers. I want to open this discussion to gather the people who have similar experiences and are affected by such misjudgments and how to deal with this issue in future cases.

A preprint is a version of a scholarly or scientific paper that precedes formal peer review and publication in a peer-reviewed journal and should not be allowed. What's the point of even reading them if they haven't been reviewed?
I addressed both of you @Andrew and @Wolfgang in this reply. Several preprints to support the rights of the authors before fulfilling the review process become available online, and if the paper is rejected it remains available online. This is the beginning of possible misjudgments. If the authors try to submit the paper elsewhere and the plagiarism check shows 100% similarity due to the online preprint, the problem even becomes bigger.

We understand that
A preprint is a piece of research that has not yet been peer reviewed and published in a journal. In most cases, they can be considered final drafts or working papers.
Also most preprints are given a digital object identifier (DOI) so they can be cited in other research papers.
Another point which you have raised is about plagiarism check by the publisher of the paper whose preprint is freely available. Many Journals publish papers to make money. Should the author wish to have the paper published under free access, the Journal levies APC. If your preprint is available as free access draft paper, such Journals will invariably turn down the submission.
Therefore, the author has a number of paths to follow
- Never publish preprints under OGL, free access.
- Publish preprints only after obtaining approval from the publisher where the author has submitted the draft paper.
- Publish/make available preprints with restricted access, i.e., through request only.

You are right. But if you don't have any other option during the paper submission, you will have an online preprint after rejection.

Technically yes. In such an eventuality you have options to either delete the rejected preprint, or to make it Private on RG.
Then proceed to the next step.
