The distribution feeder reconfiguration is usually performed for loss reduction, reliability improvement and load balancing. This will change the network connection matrix and Ybus. How the optimal locations for distributed generation connection are determined in such a network? What would be the answer of this question from distribution network operator and DG owners points of view? What philosophies do you see in practice?
In my opinion, you are talking about two diffrent problems: 1. operation (reconfiguration), 2 design (the optimal locations for Distributed generation connection). I think it is not a good idea to mix a problem of the operation with a problem of design in the same time.
No I am not taking two problems. this is bassically design problem.
At first, you should notice that operation and planning are two different problems, and you cannot combined them together.
For optimal DG placement in a grid which is re-configurable, based on the operating characteristics of the network and its equipment, you can generate different scenarios for system configuration, and then use those scenarios in the planning problem and find the best places to install new DGs.
Again, be careful about the difference between power systems operation and planning issues!
The answers differs depending
1. if the DG is high voltage itself or feeds a step-up transformer, in which case its location can be remote and very optimized
2. if the DG feeds an MDP at, for example 230/400v, its location is determined by how to feed the greatest loads with the shortest circuit lengths, so as to minimize voltage drop. and of course, take into consideration access for the fuel delivery trucks, noise, and exhaust.
Given the highly probabilistic nature of the distribution of DG sources and loads, the criteria for configuring networks would most likely be to control voltage levels at various points in the network. At present reconfiguring distribution networks is done to isolate faults in the network and switch around the fault to reduce duration of outages. It would be a very big step costwise to go to the next step of configuring for optimising voltage levels, let alone power flows.

As per the current scenario we can mix these two problems. because reconfigured system may have different optimal locations compare to original one. If we are considering both at same time we need to use multi objective optimization with multiple constraints to achieve both the objectives at same time. As neil pointed out, this is a highly probabilistic system. power injection can change any time in the system and which affect the results.
