Now a days the review process of the IEEE transactions are going very fast. Now a days the Editors of the IEEE transactions forward the manuscript to three-five reviewers. After that the collect the comment of the reviewer and send it to the authors.
If a paper is reviewed by the five reviewers and four reviewer are advising the editor to accept the paper and one reviewer is not ready to accept the paper. The editors should select the manuscript or reject the manuscript? Waiting for your comments my friends.
editors could ask for additional comments as well, when in their opinion comments already provided are not satisfying
In my opinion for IEEE Editor in chief will assign to Editor/Associate Editor and AE will assign to reviewers 4-6 depends on the areas of paper and its significances. Further, AE will all the reviewers comments and he will decision even one reviewer given his feedback of criticism. If one or two reviewers decided to reject the paper mostly AE will go with them and also depends on the reviewers quality and his expertize in the field. AE some give opportunity to the authors to make major revisions or minor revision (if all reviewers fairly accepts the paper). It is not individual decision and its from reviewer to AE to Editor in chief.
I Think as per present situation in most of science related journal they send only 2 reviewers then if they got one positive and one negative, then editor will send to 3rd reviewer (senior reviewer) to review based on comments and opinions of senior reviewer editor will take final decision. But sending to 5 reviewers generates many problems to editor take decision.

1 week: EIC screens and assigns the paper to proper editor (second pass)
1.5 weeks: Editor assigns paper to reviewers
6 weeks: Review work completed by adequate number of reviewers (the last reviewer controls this duration)
1.5 weeks: Editor makes recommendation
1 week: EIC makes decision
The above process takes about 12 weeks (or 3 months) in total. This happens to about 70% papers going through the review process..."

- Most papers require at least a minor revision.
- Revisions must be completed within three months.
- Revised paper is resubmitted along with a response to the reviewers.
- Editor will usually ask for another round of review.

In my opinion if four reviewers out of five are accepting the manuscript then editor should accept the manuscript. I hope all of you are agree with me.

what would happen if the papers would go to same EIC for two different papers. Whether the rejection chances gets increased or not?
