you can measure hydrophilic or hydrophobic surface in terms of contact angle value in the unit 'degree' for plastics. In textile you can measure 'drop age' as water will quickly absorb on the sample surface and you will not be able to measure contact angle.

i want to measure the Hydrophobic characteristics of a organic mater like cellulose fiber. but i don't found a scientific method for this.
As said by Ms. Purvi, hydrophilicity or hydrophpbicity is measured by contact angle value. A higher contact angle value indicates hydrophobicity.
For fiber, specially designed contact angle measuring instruments called tensiometers are used. you can visit following site.

To quantify the degree of hydrophobicity as a function of surface coverage I recommend SEA - surface energy analysis by iGC method.

Method can be used for fabrics, powders, solid films. Minimum requirements is 0.5 m2 of the surface of the tester sample. Look on our papers on powder materials.
