Does harmonic filter parameters depend on resonance conditions due to harmonics (in a trans line where capacitors are used to neutralize the lagging pf), or is it designed for frequencies just above fundamental to avoid harmonics and has no relation whatsoever with the resonance condition?

It is possible for the filter to become resonant with the series impedance of the transmission line. Therefore care must be taken to avoid this condition.
