I try to help you, but I am not expert on Management Sciences and some recommendations can be out of this field of research. My research field is water management. It is important to know if your research must be focused strictly on Management Science or can cover Operational Research too.

In the first, select one topic which is interesting for you. For example water allocation problem or integrated water resource management etc. Then formulate a problem in this topic. Sorry I am not expert in the water problem of Afghanistan.
