In Germany, around 43% of women and 51% of men develop cancer in the course of their lives, independently on whether they are vaccinated or not. The highest risk of developing cancer is a long life.

Not specially. While legal standards may vary, I really don't see how one could make convincing legal case. I mean the vaccines worked in reducing mortality/severe outcomes and a few severe side effects had been acceptable trade off.

If someone really wants to challenge in court some policies, as the potentially the weakest part I'd rather look at what had been implemented during Omicron. And the reasoning would have to go along the line, that this particular strain had been clearly mundane, less deadly than annual wave of influenza A. Thus continuing de facto state of emergency lack legal basis, thus setting in doubt legality of any compulsory decisions down the line during that period.

Alternatively, one could also wonder about some policies that may appear as medical malpractice even within what was known at that time, like forcing (or encouraging using medically unsound arguments) to vaccinate low risk individuals who already had natural (or hybrid) immunity, as net gains for such individual had been unlikely.
