There is a lot of studies about the two functions of the university but about the third they are very rare. The third mission of the university is usually defined as a work for the community or strong cooperation with the other external institutions. In my opinion the third function/ mission is a key for understanding the role of the university in the modern world

Aleksander. Sobre el origen y primeros desarrollos del extensionismo universitario en el mundo hispanoparlante te recomiendo dos lecturas. Primera, el libro de Leopoldo Palacios "Las Universidades Populares", Imprenta de la Casa Editorial, Valencia, 1908. La edición digital es de 2002 y lo encuentras en línea. Segundo, el texto de Gustavo H. Prado "Rafael Altamira en América 1909-1910. Historia e Historiografía del proyecto americanista de la Universidad de Oviedo", Madrid, C.S.I.C., 2008. Lo he visto en Google Books y creo que circula una edición PDF. Ambos son excelentes introducciones para entender la implantación de la llamada "tercera función" en España y América Latina. Saludos.

It is interesting to know that you see the similar mission for University important, at your country too. In Japan National Universities are now working hard, writing up a proposal for the funding of the following MEXT (Ministry of Education,,) project.
Currently, one of the University Reform Action Plan is 'Promote universities as the Center of Communitis (COC)'
