I would suggest DMF or DMSO. Moreover, in order to get a good dispersion, try to use one of these solvents I suggested using sonication for about 30 minutes.
For the sake of accuracy. In the case of particles, the dispersion medium is the correct term, not the solvent. If you really dissolve the particles then they will disappear.

We have used deionized )or distilled water) as water as medium of dispersion of 5-30 nm TiO2. A simple sonication helps tocreate stabile dispersion - just put a tube with your sample to ultrasonic bath for 20-30 min. Then you will have a white suspension of nanoparticles. Without any kind of stabilizer, the particles will sedimenting out of the suspension in about an hour, if more stability is required, surfactant or polymer should be added.
