I would like to publish a methodology I have developed to investigate rice resistance to stem borers. I am calling for your help to send me a material that can guide me to make the draft. In other hand, I don't know how to design this kind of publication.

If your plan is to publish into a journal article, I believe you need to get a recent article from the journal you intend to publish your research. Then you can see how the authors have reported their study.
Also, many scientific journals have a guide or directions that may help authors develop their manuscripts. See the link for the 'Guide to Authors' of the Journal of Entomology for instance.

As Leticis says is important first that you choose a journal to publish, find there articles that might be similar to yours, and first of all prepare your graphics.
