I would prefer the second option of isolated footing over the eccentric ones. If you have the restrictions over the ground coverage and cant avoid the placement of wall on the property line, you could use it with proper design of strap beam. Even though i would prefer providing strap beams for all isolated foundations placed there, depending on the importance and required safety level of building.

My apologies for a delayed response. First let me clarify that I am a geotechnical engineer. The biggest concern I have from a geotechnical standpoint is keeping the resultant force applied by the footing within the middle one-third of the footing area - the "kern" point. This should eliminate the possibility of footing "lift off" on the uplift side of an eccentrically loaded footing. Hence, I too prefer the second option if this is still viable for your project. I assume that there are pros and cons associated with each option as far as how this affects other aspects of the structural framing design. Possibly the second option will mean some cantilevering of beams in the floor/roof above and left of Col. Line A. So you will have to weigh those factors in your considerations. I've only seen these straps used to assist with large shear forces ("kick-out" forces from the base of columns). Hence, it seems to me looking at your first option that though they might help, the straps could not by themselves eliminate the resultant footing bearing force getting outside the kern point with the columns so far off center (essentially on the edge of the footing).
