I need one simple method to do sensitivity analysis like that was written in this paper by Liong et al. in 2002:

with this formula: S(%)= 100/N* sigma(%change in output/ %change in input)
This paper has more than 150 citation papers. It seems this approach is best choice for my question. My problem is that I can't use this method, because I don't know the definition of % charge of output and % change of input. Is there any one to help me about this problem?

Sensitivity analysis answers the question: How robust the output is with respect to the changes of the input? There are many ways how to formulate this, like taking the partial derivative of the output wit respect to the input, or Monte Carlo simulation of the perturbed input.
The method you described uses percentages. (The % in the equation is for the percentage of the change.) Say, you perturb the input of the system with some percentage (%change in input) and measure in what percentage the output changes (%change in output). The ratio of the two will give you the sensitivity. Also, you may want to check closer the (eq 7) in the paper, because it sums up the sensitivities across all the dataset.
