Thanks for the already given info to Dr. Hi Hong Yu - of course East Malling is THE traditional adress for Eurpean experts on this topic. But you also can find North American Universities with excellent monotoring and prognosis Information. Very often Treatments with modern fungicides are too late - you also look for the Mill's tables - he established already correlations betwenn leaf wetness Duration and temperatures to explain the infection likelihood. Mills established these already in the 1930s and These are still relevant in most apple growing areas. Enclosed some first hints to find through the topic. Following the Mills and further optimized lists the necessary treatments against this pathogen can be reduced drastically and the efficiency increases.

Especially for long term storage of apples under CA-conditions (controlled atmosphere is very important, ot avoid latent infections. Otherwise the pathogen can spread with late infections during storage and spoil the apples.

Sorry I forgot to mention: For the onset of infection in spring it will be important to have inormation about the presence of ascospores from overwhintering leaves. These have o be best calculated from spore traps during early spring - sometimes onset of ascospore appearance can also already in the end of February - then there will be in Central Europe no fresh flowers, petioles and of course no leaves - but this is the first sign to be aware what comes later on. Many persons across globe are working on apple scab like Xu (East malling) patocchi (Switzerland) and V. Bus(NewZealand). By morphology it is easy to identify apple scab fungus. You can also use realtime CPR for detection. 

You are lucky that only few areas are infected in China however, in our place (Kashmir, India) it is a catastrophic disease and needs 12 fungicidal sprays from pink bud to harvest.
