Science collaboration works on different levels, it could be between a professor and a student, between scientists in the same research field but from different countries, between teams of two institutions etc'. It depends on your inquiry, you could address it to those who will be most interested in it and ask them to collaborate in the research. Collaboration in science is sometimes initiated by the requirements of a research grant.

What if they are working in industry versus academia? And as a follow up, if you were to collaborate from different countries, have you found a particular technology platform that you have found to be very helpful?
Collaboration exists on different levels, between research groups of different countries, and between R&D of the industry and the academia. In the various databases one could find many papers explaining this topic and the rate of success of various collaborative projects.
