Dear Revathi, that is a good question, the discussion is taken place everywhere at the same time, including here in Canada.  As you may know in 2012 Rio +20/UNCSD/The future we want we shifted from traditional market thinking to green market thinking to address environmental issues including climate change head on....that mean internalizing the environmental cost margin into the price mechanism of traditional market to transform them into green markets...green producers and green consumers clearing the green market at the green market price....

Problem is that from 2012 to now....instead of setting up green markets they have been moving to setting up carbon pricing based markets, which are dwarf green markets....So after the paradigm shift to green market thinking instead of internalizing environmental issues and make them endogenous issues they are still treating as externalities using externality management markets like the carbon pricing based market....

Climate change action, be it government led or business led or led by citizens is a science based action that needs to be implemented through a science based market, green markets not through non-science based carbon pricing based markets......

The answer is in the fact that we all have to influence decisions affecting our lives. The Climate Changes (or, something more visible : Climate extremes) are definitely influencing our daily lives. They are now also influencing the life of generations to come. Hence, it is obvious that today's population is responsible for planning decisions that will today mitigate and reduce negative influence of CC. City planning will have to be changed. The systematic inclusion of wide stakeholders base is necessary. It is the duty of city planning managements to do that. It is also our duty, as citizens, to press them to create system where our opinion will become integral part of the planning process. This will require our (academic and consulting community) systematic effort in changing planning mentality!

Part of the urban climate issue and the participation of people begins with the industrial revolution took place in Europe between the eighteenth and nineteenth centuries, in addition to changing the mode of production and consumption, also directly influenced the quality of life and urban infrastructure as the man left the field, where he produced their own food, to live in cities.

This urban growth was unaccompanied by a plan that could absorb housing supply needs, urban facilities, public transport services, education and health.

Ensure the quality of life is of paramount importance, since the time of the industrial revolution which occurred disease outbreaks due to lack of infrastructure, and in recent days providing housing quality and comfort to workers.

Research on the issue of urban systems are also developed mainly by universities and educational centers, where resources are limited and dependent on notices or even own research resources. It should be a public policy.

Dragos and Michael, you can not make true environmenal citizens or true environmental households or true ecological citizens under non-green market approaches such as carbon p;ricing based markets or low carbon based markets...citizen then will have to alwasy be pushed to be evironmetally friendl....

Ranko, goverments, cities, can not induced sustainable environmental friendliness in citizens or corporations or firms using non-green market approache,,,,

'Napoleon, climate change affects us all and the climate action is a science based action...but if a science based action is implemented through a non-science based market such as carbon pricing based markets or low carbon based markets it will not be effective....

Marcos, climate issues, local or global, urban or no urban, as indicated above, need to be implemented through science based markets, green markets, which requires us to interanlize the environmental cost in the production price of the tradtional market to make it environmentally friendly and shift it to green markets....green markets are partnership economy and environment so environmental issues should be internalities, not externalities....Addressing climate change action through exteranlity management means you are operation outside green markets...eneficiently....
