I'm sorry to hear that you've been a victim of plagiarism. You can contact the editor of the journal where the plagiarized paper was published and provide evidence of the plagiarism. They may retract the paper or take other action against the authors. You should also inform your institution about the plagiarism. They may be able to provide you with legal assistance or support to deal with the issue.

But before you wrote "So I uploaded to ArXiv and forgot about it"

So if it was some thing you "forget about it" should not make you angry to ask it in this tone: "today I found out that a significant portion of my paper..." What if you were informed the following week, or following year(s)? again that might be today I found out... I mean you were writing and asking this question powered by your anger.

May be if you had waited a week that anger might goes away, you could ask your question in a better mode. We have heard many times that in anger we should not decide about some thing... you know.

Now several suggestions for you.

instead of writing "Chinese researchers plagiarized my paper... What should I do?"

may be you could write one or two or three researchers from this institute, that institute, this university, that university or even one or two, three Chinese researchers... or even just add your paper and theirs (the one you say plagiarized) and ask RG members to judge, if plagiarization has happened or not, and then decide what to do.

Misconducts in the world of academia unfortunately has become so normal, all over the world, every corner of the world, so I think it would be better just accuse those who did the deed but not all a nation. May be not bad to have a look at "retraction watch" site, as it has listed some 35000 retracted papers, because of misconducts such as plagiarization, data fabrication, frauds..,

The other thing I can add is that, I myself have been target of several so called researchers that stole even my whole papers, but the good thing is that I have my own brain and thinking system and I easily can produce my own ideas in my research filed. So you don't need to be so worried about just one item, you can think and produce new ideas, while those who plagiarize others works and findings can not, sooner or later they will be caught by you, me, & others. Hopefully there are too many science whistleblowers that even if I and you ... don't act, they find the fraudulent people in the world of science.

The other point I can add is that if we ask others for help, at least we should show some degree of appreciation, or show being thankful. So I suggest that next time you ask for help add some words of respect to those potential people who may help by their answers, not only we take their times and energy but in most cases their previous valuable studies and findings that now we ask for.... me, you and others will increase our chances for good answers by experts if we show respect in advance, I think.

In this respect I know Joseph C Lee from last months of 2021, and he is really a person that shows and demonstrates respect to others, regardless of age, race, gender, place of living, class... and as far as I have seen he always start by saying "Hello", speak and write according to academic standards, don't waste others times by just "saying something" pell-mell. When I see he adds an answer, I know he works ethically and morally. While just several weeks ago, in the middle of a discussion with "a researcher" from US, I wrote some thing like "I don't continue" simply because that researcher used to use the words and language that I think they are taboo for a scientific platform, such as RG. Simply good and bad are every where, I am teaching myself not to say all a nation is so and so...

My final point is that, as I answered frankly, you my not like it and want to accuse me of being advocate or opposite of something/system/people... while certainly I am not, and my evidence is my own previous discussions and answers to others discussions and questions in RG, you and others can see and read them easily.
