Often toxicological studies do not present an adequate characterization of the samples they evaluate! Despite computational chemistry, how do we claim that we recover environmental impacts without linking chemistry and toxicology?
You have to analyze your sample for contaminants and identify those in order to draw a conclusion. Therefore, chemistry and structural elucidation must be implied. I there are unknown contaminants at a level above the quantification threshold as in ICH Q3B(R2), you need tox. There are stricter rules for genotoxic impurities.
Chemical contamination is not necessarily toxic. The contamination concentration and interaction with sample environment is important and definitely chemistry is involved to pinpoint the contaminant/contaminants.
