However, despite the government’s efforts to uplift and boost the country’s geopolitical classification thru education. ALS faces many challenges like lack of resources, teacher readiness, different learner needs, and limited technology. Because of this, one solution is not enough. Educators, policymakers, and researchers must work together, each with their own role, to address these issues.

In my humble and honest perspective, a critical concern appears to be is the appropriation cascading down to the minute level in as far as ALS implementation is concerned. The way I see it, lack of resources, particularly in terms of funding, teacher benefits, and subsidies. It should not be in the first place; it was funded pretty much generously as visualize in the Strategic Roadmap. Mobile teachers and instructional managers often face heavy workloads with limited support, which affects their motivation and capacity to deliver quality education. Without adequate funding and proper incentives, even the best curriculum or innovations will not be fully realized. Strengthening financial support and providing benefits and subsidies for ALS teachers are therefore essential to ensure a more sustainable and productive implementation of the program.

Educators play a big role in the success of ALS. First, we must understand that the work of an ALS teacher is not easy. They handle learners of different ages, backgrounds, and needs. Because of this, ALS teachers must receive proper training that is specifically designed for the ALS context. Well-trained teachers are the foundation of quality education.

Second, learning should be made relevant to the lives of ALS learners. This helps make the lessons more meaningful and encourages learners to continue studying. Third, the connection between ALS and the local community must be strengthened. The support of the Local Government Unit (LGU) is very important in sustaining the program and helping learners stay in the system.

Fourth, ALS learners and teachers should be trained in basic digital skills. In today’s world, technology is a big help in making education more accessible. Free learning resources aligned with the ALS curriculum should also be provided to support digital learning.

Researchers can help by conducting studies and evidence-based evaluations. These can help monitor how ALS is being implemented, find problems, and suggest solutions based on facts.

Policy makers can support ALS by creating policies that are suitable for the needs of ALS learners. These policies should help ensure that learners stay in the system and complete their education.

For me, we should focus on four key areas to support and strengthen ALS. These areas are the most important solutions that will help improve the quality of ALS and support the learners in their journey toward education and a better future.

One of the challenges of RA 11510 on ALS is the appropriation of the budget. It only accounts for 0.11% of the DepEd budget. If ALS programs have supported the Sustainable Development Goal (SDG) 4, which ensures inclusive and equitable quality education and lifelong learning opportunities, why is the program receiving such a small portion of the budget? That is the question.

At this time when there is so much fuss about the misappropriation of our government resources, there is a need for us to rethink the allocation of budgets. Government should know their priorities and allot budgets based on those priorities. No matter how good the project is, if we do not have enough budget to sustain it, it would pose a lot of challenges.

As an ordinary private school administrator in the Philippines, I have no control over those hands appropriating the budget. However, I can still help appease the challenges in my small way. If ALS implementers approach me and ask for help, I can offer our classrooms as a learning hub. In this way, they will no longer hold classes in the waiting shed like what is happening in our place. I can offer our school facilities—such as laboratories, the library, and others—just to help this promising ALS program.

Although my current work is more focused on the formal education system, I would gladly extend help to ALS teachers whenever needed, whether in developing learning materials, sharing teaching resources, or providing any form of support that can strengthen their practice and benefit ALS learners.

Like many reforms, the real challenge lies in implementation. From my perspective as a teacher, the best way to appease these challenges is not to choose one intervention over the others, but to recognize how they must work together.

In the end, addressing ALS challenges requires a holistic approach. Community, technology, curriculum, and teacher capacity are not competing priorities but complementary pillars. When these are aligned, the system becomes more inclusive, responsive, and sustainable.

The Alternative Learning System in the place has been in place in the Philippines for quite some time already with a law that institutionalizes it. But despite the law, there are lots of challenges in the implementation stage that need to be addressed to ensure that the system will work properly. Based on readings and discussions in the class here are some suggestions that would need coordinated action among educators, policymakers, and researchers:

1. A Reform on Funding - it is highly important that the ALS should be given sufficient funding and allocation that would be in ratio to the needs of the ALS learners. A proper funding for a high learner-teacher ratio is important to be addressed. An increase of budget for facility improvements and for the provisions of learning resources are also essential.

2. Capacity Building for ALS Teachers - teaching in the Alternative Learning System takes a special skill just like how there are different skill sets needed for teachers in the elementary, secondary, and tertiary level. With proper training for teachers, they will be able to provide quality education needed in the alternative learning system.

3. Improving Resources and Technology - with the ever-growing developments and advancements in technology, it is essential that this would be used to the teachers' advantage. By developing flexible and digitized tools for learning, this would help accommodate the different needs of learners in ALS.

In totality, it is very important to use a multi-faceted approach that would help the effectiveness of the implementation of the law by an increase of funding, better teacher training, and enhanced digital tools for learning.
