Hello I want to design a capacitive common mode feedback , I have a circuit but it does not work .Can anyone tell me the problem of the circuit ?

How do you implement switches and how do you implement phasing?

I implement switches by NMOS transistors , and clocks are generated by a Non-Overlapping clock generator .

Are you sure that switch resistance is small enough for upper switches implemented with nmos? Did you try pmos switches there instead?
