that`s not my working field, so I just can give an estimation. As I understand TER is only a part of the equivalent circuit of the frequency-dependent impedance, e.g. described on that page:

A normal mutlimeter gives you the ohmic resistance between the probes which means that TER and Rmed is included in your measurement. The model involves 5 parameters with some frequency-dependent values (like Ccl). So you have to measure the frequency-dependent resistance over a range of frequency, too. Then a special algorithm finds the best fit parameters including TER.

So I guess you can`t do your measurements with a normal multimeter, even if that allows you to measure capacitance.

I consider also this option, which is definitely more cheap. But I could not find any answer / experience from the forum discussion given above.

I have the same issue. So long as it's not a prolonged measurement where a DC voltage used to measure the TER could affect your monolayer. Recent TEER machines use AC for this reason. I just purchased a decent digital multimeter on Amazon and will post back here to let you know how it worked out :)

Sorry I never posted here. It did not work out for me, but if someone has different experiences it would be great to know!

I tested a quality and sensitive multimeter and it killed barrier in my Caco-2 cells. Most likely that the meters use much higher voltage and use DC rather than the micro-volt AC that the TEER machines use. Even then, the numbers that it was giving were way off what my TEER machine was giving, despite my confirming the performance of the multimeter with store-bought resistors.
