Currently we are using SPSS to make control charts but we would like to find an alternative. Preferably a simple free software.
I checked PSPP but it seems like it can't do control charts (or am I wrong?).
Please don't say R - much too complicated for what we need.

MS Excel is a good option which enable you for further editing and modifications
Minitab is the most easier Software for Statistical operations ,you can try it.
R is the best software for graphics. SAS also good but availability is the issue. R is free software and you may find codes searching online. The following article might be useful.

You can try R! And to be more specific, the "qcc" package in R provides great opportunities to design, draw control charts and futher process control opportunities (Cpk, Ppk calculation etc...)
As everybody recommended R is the best option but other options like Statistica, Minitab, MS Excel etc are softwares with built in options with modification functions. Try
