Please tell me, or better yet give a link to the documents governing the use of adaptive control of traffic lights: the distance from the stop line to the installation site traffic detectors, the duration gap in the traffic, the conditions under which the adaptive control to be applied, etc.
Mr. Dibyendu Banerjee had published many papers on traffic system-monitoring & noise control.
A great primer on adaptive signals is given by Stevanovic (2010) which gives a detailed survey of all known adaptive traffic signal system operators in North America during 2008-9 as part of an NCHRP project entitled “Adaptive Traffic Signals State of the Art, Foreign and Domestic” (Stevanovic, 2010). It covers overview of deployments, working principles of major adaptive traffic control systems, system requirements, implementation costs and benefits.

I have included a number of papers that have information on this paper compares the adaptive traffic signals control systems. The paper by Fehon compares various systems in the US and I have attached another paper by HDR Engineering. The third paper is an assessment of adaptive signal control in Syndey, and includes an overview of both SCATS and InSync.
