In a given class room, if all the class is unable to understand what you teach, and the whole class scores F grade (Fixed grading system), is there possibility that the whole class is dismissed? In other words, if the whole class scores an average grade of less than the pass mark cut point in all the subjects, can the whole class be dismissed? Assume 10 subjects are taught by 10 different teachers.

If you suspect cheating has taken place at the entrance of university, it should be treated there, not in your class.
You state your students are lazy. That is not the way I look at students as a teacher. Yes, there might be students who try to take shortcuts or students who simply don't know what it takes to advance their studies yet. Whatever might be the situation, students need support, and a little more attention to figure out what changes they can make in their way of studying and what qualities they already have on which they can advance. The teacher does not need to do all of that with every student individually. Students are very well capable of helping each other once they know what is expected of them. Dismissing them might not be very helpful in finding the latter out. A way out might be to give them real-life challenges which are too large to solve individually and have a need to apply the subject matter content of your course. Please give it a try. And then see what happens!
I don't think, the whole class should be dismissed but rather a second chance should be given to them with the adoption of new method that could stimulate their critical thinking.
Is it a moral paradox?
Then remind yourself, that many great teachers have been rejected and were rejected by the a lots of students, and it is not for the teachers to force anyone except in peace and kindness.
If the students understand not, then I believe the whole class can be dismissed.....
They are not your lawyers, nor are you their defenders.
Worry not about your performance and grading, if you delivered your message wisely.

If the whole class are scoring below average, we can fish out the reasons from three perspective :
1. Unsuitable delivery method
2. Weak intelligent quotient of students in question as a result of every Dick and Harry absorbtion into the classroom.
3. Unconducive learning environment.

What interventions were taken over the course of the term? Were there any early-warning signs among any of the ten teachers? Seems suspicious that all ten teachers would not be aware of their students' failings until the end of term and not be reported to the administration. How could they have continued to teach throughout the term when the students were unable to proceed with each subsequent lesson? Formative assessments would have immediately revealed their failings, early on, yes?
