How best efficiency can be achieved in health care. Performance based incentives ,  benchmarks or metrics bases on provider perspectives and targets to achieve progress are not the real means towards achieving  efficiency. What is needed is engendering an enjoyable  work culture with  in the health system  and enabling a partnership model with ownership shared by even the grass-root level workers.
