Working papers are often referred to as "grey literature" and aren't peer-reviewed. I guess, they represent a form of scholarly writing since they are a form of publication, even though their access remains limited, and they are not indexed in databases. Can they be cited in conference and journal papers?
Definitely, you can, except when it is stipulated on the working paper by the author concerned that it should not be quoted or cited.
Even unpublished reports, etc. can also be cited as mimeo.

I believe that any document can be posted, if staying somewhere where it can be reviewed by other researchers.

There is a famous website called Social Science Research Network (SSRN) that hosts more than 500,000 working papers that are cited thousands of times in the academic literature. The SSRN also hosts papers that have been recently accepted for publication by scholarly journals not yet in print. Here is the link:

Yes, if it is absolutely necessary. But some journals won't permit to add non-published or non-accepted articles to include in the reference list of an article
In addition to the SSRN, the NBER has a working papers series where very responsible authors have posed their working papers. The quality of many of those papers is better than many other papers published in various journals after great reviews.
