Please guide me if one can use the combination of both PLS and CB (AMOS). Like in my case, I am using the items of the instrument developed and tested in other cultures/ countries. My first objective is to confirm the items and their relevance to our culture. Here I wish to run EFA in SPSS and CFA in AMOS.My second objective is to explore the relationship between these variable through a measurement model. Here I intend to run the model in Smart PLS.
Please guide me on this also share relevant literature if possible.

To be clear: there is no problem in using both techniques in the same research. However, there is an adequate context suggested by literature for each one.
Now, using two different data processing techniques in the same research, it is necessary to bear in mind that in addition to the double effort of processing, analysis and interpretation of data; all theoretical support, should also be built to support both interpretations and conclusions made about the data analysis with CB or PLS.
In other words, you need: 1) a theory to support interpretations with CB-SEM (The goal is theory testing, theory confirmation, or the comparison of alternative theories), and 2) a theory to support interpretations with PLS-SEM (The goal is predicting key target constructs or identifying key "driver" constructs).

For testing the measurement model, CFA using AMOS (CB based SEM) is the best approach.
I would like to defer Mr Murugan suggestion. Why dont your proceed with PLS-SEM instead for both tests.
The PLS approach is suitable with respect to the researcher’s prediction-oriented objective, does not require normal data distribution and accommodates small sample sizes (Chin & Newsted, 1999). Where else, CB-SEM need bigger sample size (minimum >400).
PLS-SEM also provides R2 values and indicates the significance of relationships among constructs in order to demonstrate how well the model is performing. CB-SEM on the other hand only provides path modeling (coefficient and CR). Bear in your mind that PLS is best for prediction-based research, while CB-SEM is more on modelfit.
One of the main advantages of PLS-SEM over CB-SEM is that PLS-SEM can handle numerous independent variables at the same time, even when these display multicollinearity (Hair, Ringle, & Sarstedt, 2011).

Use PLS-SEM when:

- Formatively measured constructs are part of the structural model. Note that formative measures can also be used with CB-SEM, but doing so requires construct specification modifications (e.g., the construct must include both formative and reflective indicators to meet identification requirements).
- The structural model is complex (many constructs and many indicators).
- The sample size is small and/ or the data are nonnormally distributed.
- The plan is to use latent variable scores in subsequent analyses.
Use CB-SEM when:
- The goal is theory testing, theory confirmation, or the comparison of alternative theories.
- Error terms require additional specification, such as the covariation.
- The structural model has circular relationships.
- The research requires a global goodness-of-fit criterion.

I support Murugan sir's view
If you are doing CFA CB-sem is the better option and moreover it is better to use pls either if you have very small sample size or if you have got too many independent variables.
If you want to develop a new theory (exploratory research), then PLS-SEM is preferred and if you want to test a theory (confirmatory research), then CB-SEM will be better choice. Look up your objectives of research that will assist you in deciding.
