Reputed institutions and academics decline many applications for research degrees and scholarship every year. The reviewers also reject many papers. But, within a few months of such decline or rejection, research output similar to rejected papers or research idea start to emerge in google or in journal archival. Is not it unethical? Research ideas of each formal submissions, whether it is of rejected paper or of the declined application, must be recognized and acknowledged to the original thinkers. Is not it appropriate?
