Reputed institutions and academics decline many applications for research degrees and scholarship every year. The reviewers also reject many papers. But, within a few months of such decline or rejection, research output similar to rejected papers or research idea start to emerge in google or in journal archival. Is not it unethical? Research ideas of each formal submissions, whether it is of rejected paper or of the declined application, must be recognized and acknowledged to the original thinkers. Is not it appropriate?
It dependes on the legislation of every country. In some countries the answer is yes, especially if you already have the prototype and can provide some proof of the original ideas that belong to YOU, then you are granted the intellectual rights.

My concern is that many authors have borrowed research ideas from rejected papers and grant applications. Although proposals are rejected, similar project output emerges within few months, we can not claim because our paper/projects are reviewed blindly
